The second solar farm, on the Rugby side of the cross-boundary Lenton Lane scheme, was ultimately refused after members concluded the green belt harm and agricultural impacts were not outweighed by benefits. A deferral and site visit were proposed but lost before refusal was carried.

Cabinet approved an additional £62,000 of disabled facilities grant funding, on top of the existing budget for the year, to adapt local homes and improve safety and quality for residents with disabilities.

Officers said the scheme must deliver 45% affordable housing to comply with the green belt 'golden rules', rising from the usual 30% requirement. Members strongly supported this as a way to provide homes for local people in Binley Woods and surrounding villages, and the affordable tenure mix would be secured via section 106.

Council accepted £221,625 of government grant funding to renovate 26-27 Sheep Street under the High Street Rental Auction powers. The money will fund ground-floor and basement works including new shop fronts, strip-out and energy-efficiency improvements, with a project manager overseeing delivery. The scheme is intended to bring an eight-year vacant commercial property back into use and support town-centre regeneration.

The committee considered a change of use for a residential garage to a cosmetic medical/beauty clinic, with debate focused on parking pressure, residential amenity, covenant issues and potential conditions on opening hours. Members then considered a retrospective/extension application for a gypsy and traveller site in the Green Belt, weighing unmet need and recent appeal history against harm to openness, sustainability and unauthorised development. The meeting also noted a future 17-bed HMO request and discussed appeal backlogs and upcoming legal changes affecting committee referrals.

Cabinet approved a high-level town centre regeneration delivery plan, a transformation programme funded from existing allocated budget, and the council’s response to government-led local government reorganisation changes. The main procurement-relevant themes were an early-stage search for partners, grants and delivery routes for regeneration, ongoing transformation projects with project initiation documents to follow, and implementation work tied to MHCLG structural changes and representation decisions. Members also highlighted transparency, future consultation, and the need to move quickly on timetables.
