From council webcast to procurement signal

QuorumInsight watches, transcribes and analyses UK council meetings so you don’t have to. Here is exactly what happens between a cabinet member speaking on a Tuesday evening and a signal appearing in your feed — and why you can trust what you read.

Step 1 — Ingest every public meeting

Councils publish their meetings as webcasts and video streams alongside agendas and minutes. QuorumInsight continuously collects these public sources for the councils we monitor — cabinet, full council, planning, scrutiny and service committees.

Coverage grows council by council, and every monitored council shows its live meeting count on its own page, so you can always see exactly how much material sits behind the analysis.

Step 2 — Transcribe what was actually said

Minutes are summaries written after the fact; the commercial detail usually lives in what was said in the room. We produce full transcripts of each meeting, so remarks like "we expect to go out to procurement in the autumn" are captured verbatim rather than compressed into "the committee noted the report".

Step 3 — AI analysis into structured signals

Our analysis models read each transcript and extract five kinds of signal, each tied to the exact passage it came from:

  • Procurement opportunities — planned purchases, re-procurements and market engagement, with estimated values and expected timing where the council states them
  • Spending decisions — budget allocations, grants and financial commitments
  • Pressures — political, financial and operational strains that often precede commissioning
  • Policy changes — strategies, consultations and decisions that reshape spending
  • Actions — commitments made in the meeting, with owners and deadlines where given

Step 4 — Organised around how you sell

Signals roll up into views that match how business development actually works: a page per council with its themes and latest activity, sector pages that cut across every council, region pages for territory planning, and entity tracking that shows which organisations and people appear around your topics — with sentiment.

Step 5 — Alerts bring the signals to you

Watch the councils you care about and set alerts on the topics that matter. When a monitored council discusses your keywords in a new meeting, you are notified — with the context, not just a keyword match. Most users check their feed like they check their email: the work of reading hundreds of meetings has already been done.

Why you can trust it

Every signal links to its source meeting and carries the verbatim quote next to the AI analysis, so verification is one click, not a research project. Signals also carry confidence scores, and the underlying transcript is available to read in full.

We would rather show you the council’s own words than ask you to trust ours — that principle shapes the whole product.

Frequently asked questions

Which meetings do you cover?

Public council meetings — cabinet, full council, planning, scrutiny and service committees — for the councils in our live directory. Each council page shows its analysed meeting count, so coverage is always visible rather than claimed.

How quickly do new meetings appear?

Meetings are typically transcribed and analysed shortly after the council publishes the recording. Each council page shows its most recent activity, and alert emails go out as new signals are extracted.

How accurate is the AI analysis?

Every signal carries a confidence score and links to the verbatim transcript passage it came from, so you can verify any claim against the council’s own words in one click. We tune the models to prefer missing a marginal signal over inventing one.

Is this legal and ethical?

Yes. We analyse public meetings that councils publish themselves as part of their democratic transparency obligations. We add transcription and analysis on top of the public record — we do not use private or leaked material.

What do the plans include?

The free plan covers one council, including meeting summaries and transcripts. Pro covers up to ten councils with full signal detail and alerts. Business covers all monitored councils. See the pricing page for the current details.
