1. Introduction

These terms of service ("Terms") govern your use of the Quorum Insight platform operated by Quorum Insight Ltd ("we", "us", "our"). By creating an account or using the service, you agree to these Terms.

2. The service

Quorum Insight provides commercial intelligence on UK local government procurement. We process publicly available council meeting minutes and documents to identify procurement signals, stakeholder activity, and market opportunities.

3. Account registration

To access paid features, you must create an account with accurate and complete information. You are responsible for maintaining the security of your account credentials.

4. Subscriptions and payment

Paid subscriptions are billed on a monthly or annual basis. Prices are displayed on our pricing page. All fees are exclusive of VAT unless stated otherwise.

  • Free trials, where offered, convert to paid subscriptions unless cancelled
  • You can cancel your subscription at any time from your account settings
  • Refunds are provided at our discretion

5. Acceptable use

You agree not to:

  • Use the service for any unlawful purpose
  • Attempt to gain unauthorised access to any part of the service
  • Systematically scrape, copy, or redistribute data from the platform
  • Share your account credentials with third parties
  • Interfere with or disrupt the service or its infrastructure

6. Intellectual property

The Quorum Insight platform, including its design, software, AI models, and analysis outputs, is owned by Quorum Insight Ltd. The underlying council meeting data is publicly available, but our analysis, summaries, and signals are proprietary.

7. Data and privacy

Your use of the service is also governed by our Privacy Policy, which explains how we collect and use your personal data.

8. Disclaimer and limitation of liability

The service is provided "as is" without warranty of any kind. While we strive for accuracy, we do not guarantee that procurement signals or insights are complete, current, or error-free. Our liability to you is limited to the amount you have paid for the service in the 12 months preceding any claim.

9. Termination

We may suspend or terminate your access to the service if you breach these Terms. You may close your account at any time by contacting us. Upon termination, your right to use the service ceases immediately.

10. Changes to these terms

We may update these Terms from time to time. We will notify you of material changes by email or through the service. Continued use after changes take effect constitutes acceptance of the revised Terms.

11. Governing law

These Terms are governed by the laws of England and Wales. Any disputes will be subject to the exclusive jurisdiction of the courts of England and Wales.
