The council voted to undeclare the climate and biodiversity emergency. Supporters framed this as a move away from costly symbolism toward practical energy efficiency and transport measures, while opponents argued it weakens statutory planning and procurement duties and removes an important policy signal.

Cabinet approved additional capital funding for County Hall, taking the overall project cost to £14.155 million including contingency, decant, security and heritage costs. The report also authorised award of the construction contract through an approved framework and set the expected tender and award timetable.

Cabinet approved the next phase of the Paragon project to convert the former Wakefield Regional Fire Control Centre into a specialist secondary school, with £10 million of DfE high needs capital funding and delegated procurement and contract decisions. The project will add 120 SEND places and reduce out-of-district placements and transport costs.

A new Telecare contract has been awarded to KTM and service commenced on the day of the meeting without interruption to users. This is an implemented adult social care technology procurement.

Council core funding from government has declined dramatically from 56% in 2010 to 6% in 2024, representing a loss of over 300 million in funding. This fundamental shift in funding model has forced the council to maintain service delivery with significantly reduced government support while managing increased demand.

The council will abandon its net zero targets, end climate-specific governance and reframe activity around estate efficiency, transport, environmental maintenance and community resilience, with some remaining revenue funding to be repurposed through future budget setting.

The meeting was dominated by major regeneration decisions, especially the costly County Hall repairs, Woolley Hall disposal, the Ridings/City Centre consultation, Castleford regeneration partner appointment, and new highways and housing-related programmes. Members also discussed adult social care transformation, a new Telecare contract, SEND expansion funded by the DfE, neighbourhood services recruitment and enforcement, and community safety initiatives. Political debate was intense over flag policy, cultural grants, consultation on the city centre, and whether the administration’s decisions were inclusive and evidence-based.

The meeting focused heavily on capital investment, regeneration and statutory service pressures. Major spending decisions were approved for County Hall restoration, school capital maintenance, SEND provision, the Crisis and Resilience Fund, Castleford regeneration and highways works, alongside policy updates driven by the Renters’ Rights Act and the council’s climate change reset. Members also noted financial pressures, reserves use and treasury borrowing levels, highlighting the need for tighter budget control and prioritisation.
