“[Speaker: Lord Falconer of Thoroton] Correct. The Bill requires somebody, in order to commit the offence, by pressure to induce another person to make the first or second declaration. If there is something that a jury regards as pressure—and I think juries are capable of defining what is pressure—then the offence is committed. What this clause is doing is saying, “It’s a crime to pressure somebody so that their free will is compromised”.”
